According to the Post Disaster Needs Assessment (PDNA) carried out by multiple agencies, Hurricane Maria caused damage and loss of 226% of GDP, and the scale of the recovery and rebuilding task is enormous, estimated by the PDNA at 230% of GDP. As result CREAD was established; Climate Resilient Execution Agency for Dominica (CREAD). The agency was established with a clear focus on executing projects within a climate resilient national plan, leaving the existing structures of government to return, as much as is possible, to their previous focus before Maria and with a limited four-year mandate so that after the recovery program has been implemented, powers return to our existing governance structures. CREAD’s primary role as announced to the nation was to coordinate, in the broadest sense of the term, all recovery action and all projects, be accountable for delivery of the targets set in the Recovery Plan such as the number of houses built, or kilometers of roads rebuilt. The Government prided itself on CREAD and the vision of making Dominica the world’s first climate-resilient nation. On Wednesday The Government of Dominica held a general meeting in the House of parliament on climate resilience and creed, at which the prime minister failed to make an appearance. On Tuesday evening, Former Minister for Agriculture as well agronomist Atherton Martin shared some of his views on Cread as well as the Governments approach to climate resilience saying “It’s time to start over and expose the truth in all its beauty or all its ugliness” Martin says that this meeting had a serious shroud of mystery and secrecy taking place before this meeting. Martin then says that this is part of the illusion to fool persons into believing that there is legitimacy going on when really there isn’t.
