Miss Dominica 2016, Tasia Floissac, has captured the Miss Jaycees International title after a night of immense competition on Sunday in Antigua.
Flossaic, who competed against ten participants, copped awards for Miss Photogenic, Best in Swimwear, Best Performing Talent and Best Interview categories. Meanwhile, Miss Antigua, Leanda Ann Norville emerged first runner up and second runner up went to Akeisha Fergus of Nevis. Flossaic's victory marks the ninth time the Jaycees Queen title has been won by Dominica. Earlier this month, Floissac emerged first runner up in the Miss Carival pageant in St. Vincent and the Grenadines.

Prime Minister Roosevelt Skerrit, has sent a clear message to persons he say continue to undermine the relationship between Dominica and China.
He says it is beyond comprehension that persons seek to besmirch the name of China's leadership who continue to assist Dominica notwithstanding its many internal challenges. PM Skerrit says persons must stand in condemnation when some engage themselves in what he described as senseless discussions. Roseau Central MP, Joseph Issac, has reiterated his call for the decriminalization of marijuana.
Speaking on the UWP's weekly radio program last week, Issac said he wants the matter brought before parliament. He first made the call at a graduation ceremony of the Youth Development Division's Life Skills Program to which he received backlash from some Government forces. Among them was Dominica's current Liaison Officer for Diaspora Affairs in St Thomas, Loreen Bannis-Roberts, who said Issac's is trying to erode all efforts made by the DLP Administration to raise awareness on drug abuse here. But Issac says his call is not advocating for persons to go about smoking marijuana. A tropical wave is expected to move across the area producing an increase in cloudiness and shower activity late tonight into Tuesday.
As such, persons in areas prone to flooding, landslides, and falling rocks are therefore being advised to be vigilant and exercise caution. Meanwhile, weak and unstable conditions are continuing to produce cloudiness and scattered showers across parts of the island chain during the next 12 to 18 hours. Slight to moderate sea conditions are expected during the next 24 hours with waves peaking near 5.0 feet. Public Relations Officer of the Dominica Solid Waste Management Corporation, Jeno Jacob, is urging young person's here to get involved in composting as this could be an important source of revenue for them. Compost is organic matter that has been decomposed and recycled as a fertilizer and soil amendment. It is rich in nutrients and is used in gardens, landscaping, agriculture and horticulture. Jacob says he agrees with recent statements made by PM Roosevelt Skerrit that government cannot employ everyone. As such he says young persons seeking employment could get into composting. Earlier this year PM Roosevelt Skerrit warned citizens to take care of the environment as there will soon be consequences for those who do not adhere to the law. Skerrit made the appeal in light of the new court which will soon be implemented to deal with offences under the litter act. According to the PM, litter wardens will be stationed around the island to work with environmental health officers in order to bring persons who have no respect for the environment and who are in violation of the litter act to justice. And Jacob says although not a large number, there are still persons who do not adhere to the rules and regulations with regards to garbage disposal. MP for the Roseau Valley Constituency Dr Colin McIntyre has described that constituency as the energy nerve of Dominica. The Valley well known for its hydro-plants in Trafalgar, was again selected as the hub for the country's development in geothermal energy. Drilling in the Roseau Valley for the geothermal project officially came to an end last year. Dr McIntyre gave an update on the geothermal project in the Roseau Valley. He says the small plant located in the Laudat community will be owned by the Government of Dominica. Dr McIntyre says government is in the process of establishing a geothermal development unit to purchase the plant which will reduce the cost of fuel in Dominica. The National Physical Development Plan has allowed the planning ministry to make better decisions in terms of land use in Dominica. That's according to Planning Minister Dr Colin McIntyre. In April 2016, the first draft of the National physical development plan which is to govern the appropriate use of land in Dominica for the next 20 years was presented to stakeholders and members of the media. Dr McIntyre says TS Erika which wreaked havoc on Dominica in August 2015 has taught the government and the country's citizens necessary lessons. He says precautionary measures will be taken in the future. He also briefed the media on the outcome of the consultation which was held in April. Gutter village can feel a little safer this hurricane season as the village emergency shelter will finally be reopened on Tuesday July 26 2016, after the December 2013 flooding wreaked havoc on the shelter.
The New Zealand Ministry of Foreign Affairs and the Organization of Eastern Caribbean States (OECS) entered into a cooperation agreement to provide assistance to vulnerable communities in OECS Member States impacted by the 2013 Christmas Flooding. The two organizations collaborated with the Roseau City Council and supporting national agencies such as the Office of Disaster Management and the Local Government Department on a project aimed at retrofitting the Gutter Emergency Shelter. Project activities included renovations and upgrading of the physical structure, installation of rain water harvesting equipment, drainage improvement, provision of appliances for the kitchen and enhancement of the security of the emergency shelter. The Project also assisted with the sourcing of reading books for a small library housed in the shelter for use by the children in the Gutter Community. Dominica is one of countries who have benefitted from The New Zealand Ministry of Foreign Affairs (MFAT) Small Scale Fund aimed at assisting in the recovery, rehabilitation and resilience to future disasters of communities that were affected by the 2013 Christmas floods. Former Agriculture Minister, Atherton Martin, says he wants the 2016/2017 National Budget to deal with the real issues facing the island, so as to stimulate real growth in the economy.
