Attorney expresses grave concern over witnesses recanting statements during court cross-examinations4/20/2017 Attorney at Law Joshua Francis is expressing concern over witnesses recanting statements during cross-examination. On Tuesday, Police Officer Gemma Louis was freed of the charge of murder, in relation to the death of Joshua Etienne of Portsmouth. The court ruled that the prosecution failed to bring a prima facie case against Louis, and as a result the matter was dismissed, following one witness having recanted his testimony, after he had earlier given a statement as to what he had seen on the morning of the incident of Etienne’s death. It is alleged that police officers may have been involved in the change of mind of witnesses. Francis, speaking on Q95's Hot Seat Today said given these allegations, the Police Chief should lunch an investigation into the matter. Francis says the Police Force is at an all time low and requires examination. Meanwhile, Francis says Dominica must address some critical issues within its justice system, in efforts to protect its economic system.
According to Francis, Dominicans has not yet got to the point, where they realize the imperative for reflection on such issues. He says if Dominica fails to take the necessary steps, the legal system will worsen to the point where basic justice will no longer be delivered.
