President of the Builders and Contractors Association (BCAD) Mr Anthony Leblanc says this year’s financial budget has given little to improve the financial environment of the Private Sector. Speaking during a post budget discussion hosted by the Dominica Business Forum Leblanc said while there were allocations these were not enough to aid the private sector. He went on to say, the Government’s claims to have tight financial control seems lacking as there were no allocations in the budget for the improvement for the public procurement environment. He believes the Government enjoys the current procurement process as a means to benefit foreign players at the expense of Dominican tax payers. Meanwhile, Leblanc says he looks forward to seeing the implementation of this new mode of governance outlined by Prime Minister Skerrit in the 2017/2018 budget report.
PM Skerrit says this new mode of governance will be more consultative and able to quickly identify challenges and solutions and one that is unafraid to regularly expose itself to independent, expert scrutiny. However, Leblanc said this is quite opposite to what actually exists.
