President of the Dominica Public Service Union (DPSU) Steve Joseph says the union remains committed to representing its members in 2018. Prior to Hurricane Maria, The DPSU successfully concluded a major negotiation with Dominica’s government on the following conditions for Public Officers in Dominica; General Secretary of the DPSU revealed this at a press conference on Wednesday September 6 2017, where he said a collective agreement was signed and therefore negotiations were concluded. The DPSU rejected government’s offer of a pay freeze for the three years. In the case of year one (2015-2016), the union accepted zero percent given the passage of Tropical Storm Erika in August 2015. The agreement also includes former public officers who retired between year one of the triennium, will receive a one off payment equivalent to one month’s salary computed on the last salary received. Public officers who remained in the service will receive a one off payment for 2016-2017 equivalent to two months’ salaries which will be computed on the last salary received in June 2017. For year three (2017-2018), public officers will receive a three percent increase. Letang said this means these officers are owed two months back pay. These onetime payments will not be subject to income tax, Additionally, a number of other areas negotiated on were also agreed upon to include grants which will go towards assisting the public officers who are members of the DPSU.
