Former DLP government attorney general, Bernard Wiltshire, was a panelist on the Q95fm Radio program, ‘The Global view on Q’, om Tuesday night, hosted by Sheridan Gregoire (Mr. G). The topic under discussion was “The Way Forward for Local Government in Dominica. In Order to place the discussion in proper context, Wiltshire summarized the essential introductory statements in Dominica’ constitution, which provide that the country and the community must be able to provide a livelihood for all its people, not just for a select few. Wiltshire said the reality is that we are living in a manner that is exactly opposite to what the constitution promises us, and he credits the marginalization of local government for that apparent reality. Wiltshire believes that in the 21st century, we should be thinking about governing in such a way that the people can organize themselves in the manner that can best meet their needs in their community, and in keeping with the promises enshrined in the constitution. Wiltshire claimed that the constitution was set up by the colonial authorities and was derived from a philosophy of what elite government should be about and how it should be conducted. Wiltshire stated, ‘It took us so far; it cannot take us any further, and we desperately need to look at this again, to indigenize it and to make it ours, if we are to survive in the 21st century’.
