Former Government Minister, Atherton Martin, says a rating of CS Global which places Dominica's CBI Program at the top of similar programs run by 11 other countries should be a concern for Dominicans. "Is that good for Dominica or is that good and favourable for the persons seeking to purchase Dominica passports?" he questioned. The report, 'A guide to Global Citizenship', issued in July 2017 examined and evaluated Citizenship By Investment schemes. Martin says this means that Dominica has lowered the bar in order to remain competitive in the passport selling business. Meanwhile, Martin is of the view that, the sale of passports is a betrayal to the identity which enslaved generations fought hard to gain.
In many Caribbean countries, August 1 is celebrated as Emancipation Day to commemorate the emancipation of enslaved people of African descent. In others such as in Dominica, this is celebrated on the first Monday as August Monday. Martin says leaders no longer view the identity of the people as an important factor, instead they seem bent on running away from the legacy of emancipation.
