Host of Q95’s weekly radio program entitled, “The Global View on Q”, Sheridan Gregoire, is of the view that local government should be enshrined in Dominica’s constitution, as an integral part of the governance of the country, and be operationalized on a daily basis through Community Assemblies, Village Councils, Urban Councils and Town Councils, as independent branches of government. Gregoire who was speaking on current flaws within the local governance system, and suggested these community based government branches must be allowed to operate by law, without undue influence of central government, and without any political pressure. He says these branches of government should be entitled by law to receive an annual subvention as provided in the National Budget, to do the work of the people of the communities as directed by them, instead of having to wait for a politician to say, at their whims and fancies, okay here’s a little check, call me back later and I will give you some more.” Gregoire says there needs to be modernization of the laws and regulations to ensure that village, urban and town councils are an equal branch of government, with adequate financial support in the national budget, so as to het the desired results for their communities.
