IsraAID Dominica and the Ministry of Education have introduced a new Kay & Kelan Early Childhood Disaster Risk Reduction Toolkit Level 2, distributing it to 21 of Dominica’s most vulnerable primary schools.

IsraAID Dominica, in partnership with the Ministry of Education, has introduced a new phase of disaster preparedness education in primary schools across the island. The collaboration has launched the Kay & Kelan Early Childhood Disaster Risk Reduction Toolkit Level 2, distributing it to 21 of Dominica’s most vulnerable primary schools. Designed for students in Grades 1 to 3—typically between six and eight years old—the toolkit represents a major step toward embedding climate resilience and hazard awareness into the national education system. 

This current rollout builds upon years of partnership dating back to 2017, which first integrated foundational safety concepts into preschools and pre-kindergartens through interactive, play-based learning methods. The Level 2 expansion contains an extensive array of 
resources, including teacher's manuals, original disaster risk reduction songs, multi-hazard posters, and customized board games designed to foster a lasting culture of safety. 

Celebrating the milestone, IsraAID Dominica and Eastern Caribbean Director Synde Moses Joseph expressed deep gratitude to the Ministry of Education, noting that their long-standing relationship has evolved into a genuine collaboration. She explained that the Ministry did not merely adopt the programs, but actively helped shape them into a multi-component, digitally enabled resilience curriculum. 

Joseph stated that the initiative no longer relies on IsraAID to function and has already seen resounding success during regional expansions in Saint Lucia and Saint Vincent, prompting her to ask the Ministry to champion the project as a guiding model for the rest of the region. 

Chief Education Officer Jeffrey Blaize welcomed the program's growth, highlighting that the Ministry prioritizes creating child-friendly school spaces where safety and comfort pave the way for effective learning. 

He emphasized that maintaining education during a crisis provides psychological and emotional normalcy, helping children cope with immense challenges. Assistant Chief Education Officer Nadia Ferrol also praised the initiative, adding that the toolkit successfully empowers young learners with life-saving knowledge that protects them, their families, and their broader communities.
