Justice Dr Irving Andre believes the Dominican Society deserves to have a professional court system8/22/2019 Justice Dr Irving Andre is suggesting even if the Public Accounts committee has Subpoena powers, this only has meaning if they can be enforced in the court in a timely manner. He explained through a hypothetical situation, that although the constitution provides subpoena powers for that committee, the system will ultimately break down, if there cannot be a fair and timely hearing in the court, on issues concerning governance and integrity. Andre believes the Dominican society deserves a professional court system to hear matters in a timely manner. Meantime, Andre is of the view that there is no one solution to eradicating crime and violence. He also alluded to what he described as under-reported, child sexual abuse. Andre is of the view the trial process used in such cases is a terrible way of dealing with that type crime in Dominica. Andre believes there are systemic factors that should be addressed in terms of reducing crimes, if there is a society, hypothetically, where individuals believe they can get away with crime.
