Justice Dr. Irving Andre stated that virtual constituencies is a well-known strategy for representing residents who are mobile or reside outside of their nation of origin. This strategy, he explains, enables them to participate in elections without diluting the votes of ordinarily resident constituents in their home districts. Andre went on to say that there is a body of work on virtual constituencies that has been around since 2003, demonstrating its applicability and expanding usage as a result of technological developments.
