 Justice Dr. Irving André expressed disappointment over the ongoing necessity to defend the principle of free and fair elections in Dominica, noting that the island remains under intense judicial scrutiny regarding its electoral processes. 

While welcoming recent court rulings that supported democratic norms, he questioned why basic electoral integrity continues to be a subject of debate in the country. 

André described current issues as merely the latest iteration of systematic flaws that have plagued Dominican elections for over two decades, arguing that the fundamental standards of democratic governance should no longer be in question. 

Expanding on his critique, Dr. André asserted that the underlying motive behind these persistent issues is a deliberate effort to retain political power. He pointed out that electoral laws and regulations have been manipulated to advantage incumbent authorities and guarantee their victory at the polls. 

Concluding his remarks, Dr André emphasized that until the core issues surrounding electoral reform and fairness are genuinely addressed, the integrity of Dominica's democratic system will remain compromised.
