PM Skerrit promises a SMART Health Facility in the name of the Marigot Hospital

Dominica's PM Roosevelt Skerrit has assured Dominicans that the Marigot Hospital will be a SMART health facility.
Last year the government of Mexico informed the government of Dominica that it was committing US$5M/EC$13.5M for the construction of the Marigot hospital.
He says the hospital will be resilient in order to withstand the effects of a natural disaster.

What is a smart hospital, what is the definition of "smart hospital?" Could this be a first in the history of the world, could this be actually taking Dominica to another level, or could it be the first Step in transforming Dominica back to our primitive days?

We can define "hospital as a charitable institution for the needy, aged and infirm" however; we know that would be true, but not altogether correct. So, I would add it should be an institution where the sick, or injured are given various medical treatment, including surgery, and surgical care.

We live in an age of technology, modern medical treatment is the order of the day; in order for a well train doctor to function efficiently in a hospital, the hospital must have the medications used in treating patients, but most importantly it must be equip with modern day diagnostics equipment, MRI machines, modern Doppler-flow equipments, EKG instruments, a properly equip operating theater, and a good emergency room personnel, nurses, and doctors!

They skills and medical education to diagnose and treat patients is the key; but for this man to talk about building a smart hospital is nothing more than rhetorical nonsense; there is no such thing as a smart hospital, perhaps the first will be in Dominica.
