Shillingford says Cannabis is a gateway for youth to use other more harmful substances, though research shows otherwise. Speaking to media recently, Shillingford urged the countries' leaders to be cautious in their approach to legalizing cannabis in Dominica. On 16th November 2018, the government of Dominica held the first ever national consultation on the decriminalization of cannabis, but Prime Minister Roosevelt Skerrit rejected the notion that such a move would bring Dominica out of the woods.
