Social Scientist, Francis Joseph, says there needs to be a different approach to solving the issues which exist in the Silver Lake community. Described as a low-income community, Silver Lake is often times riddled with criminal activity, high unemployment rates and other social ills. Following a major fire in that community which left some 18 families homeless, the Government embarked on a venture to expand its housing program in that community to assist those families. But Francis says it will take more than housing to give the community the positive growth and outlook it needs. Meanwhile, Francis is also advocating for local Government to play a critical role in helping protect local culture.
He says, a vibrant cultural and youth division can repair the distance between the creative community and the rest of Dominica; however, local Governments would have the authority to validate and assist in the organization of activities relating to local culture. According to Francis, in the absence of support for these ventures, this creates an environment of negativity toward young people.
