Will Government include the Opposition in working to make Dominica the 1st Climate Resilient Country11/24/2017 Will Government invite the Opposition & work together with them, to make Dominica the 1st climate resilient country? A special agency named ‘The Climate Resilient Execution Agency of Dominica’ (CREAD), will reportedly be charged with responsibility to oversee the implementation of this plan, and also to ensure accountability and transparency.
Prime Minister Skerrit told the media on Sunday 19th November 2017, that while there will be bodies governing over the agency; government is considering a Joint Parliamentary Oversite Committee. The Climate Resilient Execution Agency of Dominica will be created to help implement the strategy and the vision for creating the world’s first climate resilient nation in the world, he explained and there will also be an oversight body which will be made up of donors and partners that will oversee the operation of the committee. Meanwhile, he says the Joint Parliamentary Committee will be made up of two members from the Opposition, two from the government and possibly the Attorney General, and “It will have real time information with respect to the activities of that agency, and the agency will also be mandated to come to Parliament on a quarterly basis or we will determine the frequency with which it must report to the Parliament on its operations, its works, contracts granted, money spent and progress in various areas”. Skerrit says however, before the structure for The Climate Resilient Execution Agency of Dominica is finalized, the public will be engaged he added. “People have to appreciate that it is the responsibility of the government to put those policies in place and put those structures in place. We cannot come to people with a blank piece of paper. We must come with a clear strategy, a clear vision, and that is what we’ve been doing over the last several weeks”.
