Former President of the Dominica Academy of Arts and Sciences (DAAS) Dr. Clayton Shillingford, is of the view that Leaders of today are putting loyalty above skill and competence, when hiring people, and when placing people on boards and organization committees.
Dr. Shillingford referenced that about 10 years ago, he and his colleague Eddie Edmunds, created a comprehensive plan to enhance the agricultural sector, and had it submitted to the leaders of the Windward Islands. However, he laments that there was no response or action by any of them, to implement the proposed plan.
Dr. Shillingford stressed that he is now more convinced that leaders seem to have no clue, of how to put appropriate structures in place, for the proper functioning of their various ministries.
