Former PM rubbishes Astaphan claim that UWP Administration wasted money on failed Layou River Hotel1/18/2016 Meanwhile, Former Prime Minister and Former Leader of the United Workers Party, Edison James, has rubbished the comments made by Attorney Anthony Astaphan, who claimed that the UWP Administration wasted millions of dollars on the failed Layou River Hotel Project. Mr. Astaphan alleged that the truth about the construction of the Layou River Hotel Project began with the United Workers Party in 1995, under the rule of the UWP Administration which was led by Former Prime Minister, Edison James, and the idea of the project started with the Dame Eugenia Charles Administration. Mr. James says this idea began in 1991, under the economic citizenship programme, and had nothing to do with construction at the Layou River Hotel, but rather had everything to do with a concocted scheme.
