Former Roseau South MP Attorney Joshua Francis contends that Public Sector investment contracts by the Skerrit-led DLP Administration are biased in favor of foreign firms, and that is counter productive to development of Dominica’s indigenous skills and local capacities, and also has negative consequences in terms of reduced amounts of money in circulation in the local economy.
Francis explains that in these scenarios, less money goes into the pockets of the local labour force and local businesses, which translates into ‘bread crumbs’ for the locals and their livelihoods, whenever Dominicans are not the ones contracted for the majority of these national projects.
