Prime Minister Roosevelt Skerrit says the world is in a very difficult situation and calls on everyone to do everything necessary to properly prepare themselves at the family, community and national level for this hurricane season. At present a new Met office is being built at Jimmit. Environment Minister Cozier Frederick says it will house the scientists who study the weather in order to better assist Dominica in preparing for various weather conditions. This project is funded by the World Bank and implemented by the Disaster Vulnerability Reduction Project(DVRP). General Surgeon Dr. Samuel Christian has expressed grave concern against the act of Police Brutality in the United States of America against people of African descent. Dr. Christian verbalized his disgust toward the most recent Police Crime, the killing of a 46-year-old who was unarmed and which occurred on 25th May 2020. Currently the FBI and authorities in Minnesota have launched investigations into the death of an African American man, George Floyd, 46, after an incident captured on video showed Floyd handcuffed and pinned to the ground by a white Minneapolis police officer, with his knee on Floyd’s neck, on Monday. In the footage, George Floyd can be heard shouting “I cannot breathe” and “Don’t kill me!” He then becomes motionless, eyes closed, face-first on the road. On Tuesday, hundreds of protesters, many in face masks, lined the Minneapolis intersection where Floyd died. Some carried signs reading “I can’t breathe” and “jail killer KKKops”, chanting: “Prosecute the police.”Protesters marched through the neighbourhood to a city police precinct, where windows were damaged and squad cars sprayed with graffiti. Police in riot gear fired teargas and deployed stun grenades at demonstrators. Dr Samuel Christian revealed that he is touched by these stories and added that the rotten eggs within the police service in Dominica, the US and around the world must be weeded out by others within the justice system. Five (5) years to file a case and seven (7)months to make a ruling is one that reflects on the issue of justice we face in Dominica; That’s on the mind of United Workers Party leader, Lennox Linton. The Eastern Caribbean Supreme Court (ECSC) overturned the decision of the Dominica high court to uphold a request for judicial review in a treating matter against some Dominica Labour Party (DLP) candidates in the 2014 general election held in Dominica. Linton says that justice delayed is justice denied, especially as this is a situation where if the accused are found guilty, they could leave office. Are we still experiencing levels of racism within Dominica and the Caribbean? Questions DPSU president Steve Joseph. These statements come in reaction to the death of George Floyd and juxtaposed the racist mentality to the our very own Caribbean brothers and sisters of different ethnic groups. He says that these are fundamental questions we need to ask ourselves presently when looking at things from a cultural perspective. ‘The wheels of Justice appear to be alive and well in the Caribbean region, in this new year 2020.’ Court Reporter Carlisle Jno Baptiste has reported on a ruling which was delivered today against the government of Dominica and its legal team headed by Attorney Anthony Astaphan. Attorney Cara Shillingford has once again defeated Attorney Anthony Astaphan, asthe Eastern Caribbean Supreme Court (ECSC) overturned the decision of the Dominica high court to uphold a request for judicial review in a treating matter against some Dominica Labour Party (DLP) candidates in the 2014 general election held in Dominica. Astaphan is once again defeated by the young Attorney at Law Clara Shillingford, in this election treating matter which has been dealt with in the courts today, in the Court of appeal in Antigua.This matter was filed in the courts by the appellants (Mervin John Baptiste, Antoine Defoe, and Edincot St. Valle), and was held on reserve for the past five years, however today 28th May 2020 congratulations are in order for the complainants, upheld by a 2 to 1 majority decision. It is worthy to note that after the first ruling of this case in Dominica’s high court the appellants (Mervin John Baptiste, Antoine Defoe, and Edincot St. Valle), through their lawyer Cara Shillingford, appealed the matter which was heard in October 2019 and the decision reserved. However, the defendant’s Attorney told media that he is disappointed in the courts decision, and that his team will file for an appeal to the Caribbean Court of Justice (CCJ). In his application attorney Anthony Astaphan, claims that the magistrate had no jurisdiction to issue the summons and the matter was one of an election petition which should be heard in the high court. Attorney Astaphan told media he is disappointed in the courts decision, and that his team will file for an appeal to the Caribbean Court of Justice (CCJ). In his application SC Anthony Astaphan, claimed that the magistrate had no jurisdiction to issue the summons and the matter was one of an election petition, which should be heard in the high court. The then presiding high court judge, Justice Bernie Stephenson had agreed. Meantime Distinguished Attorney Cara Shillingford responded to Attorney Anthony Astaphan's opinion, and stated that appealing to the CCJ will not change the results of what happened today, simply because, the law is clear, the proper research was done and presented and evidence indicates that the law was violated in this circumstance. Lenox Linton Speaks on the matter of Attorney at Law Cara Shillingford, and the decision of the Eastern Caribbean Supreme Court of Appeal, calling Ms Shillingford a major blessing to democracy in Dominica. The matter is between former police officers Antoine Defoe and two others including members of the Dominica labour party administration. Defoe and two others petitioned a ruling of the high court which dismissed the case years ago for alleged treating and bribery by candidates of the Dominica labour party before the 2014 general elections.
