Dominica Freedom Party leader and Economist Kent Vital claims that the Climate Resilience Execution Agency for Dominica (CREAD) may not have received significant monies from bilateral sources. Vital stated on the DFP’s “freedom and you” program that he is not surprised, as the current Skerrit-led DLP Government lacks integrity, and capability. Vital referred to individuals with respect for the society, who attach themselves to the government in an attempt to help, but sooner or later realize that they cannot. He claims it is the same situation with CREAD. According to Vital, it also appears that CREAD has not been able to accomplish much of the core mandates published on their website. Calling for an interim government, Vital insisted that there has been too much mismanagement and misallocation of funds, claiming the current government has no capability of successfully leading the country through the rough times ahead. Local Government Commissioner Glenroy Toussaint reveals that additional shelter guidelines have been developed for shelters that are specific to the COVID-19 pandemic. He added that it will be assured that there is mandatory wearing of masks at shelters at all times, as well as enforcing adherence to hygiene guidelines and more. Secretary-Treasurer of the Waterfront & Allied Workers’ Union Kertiste Augustus says he is disappointed in the Management of Unicomer Dominica Ltd, otherwise known as Courts. Augustus says the company informed WAWU that their Portsmouth Branch would be closing down, where approximately 7 employees would be affected. However, he says the union was not informed of the exact workers to be impacted like they did with the Labour Commissioner. He is calling for more consultation. Meantime, Augustus says the union has been made aware of the lay-off by Fort Young Hotel. He says some discussions were held with certain things being put in place before the lay-off announcement. Leader of the United Workers Party says that to really pull Dominica through this difficult period, we would need around $300 Million. His statement came in response to a question posed to the team leader, ‘if he were the Prime Minister what would he offer the bus drivers?’ Mr. Linton in his response says the packages offered to the Bus Drivers will not be a loan, but rather a monthly grant of $1500 - $2000. Steven Joseph of Capuchin appeared before a Roseau magistrate on May 27, 2020, where the charge of murder was read to him, after Police arrested and charged him for the murder of female French national, 70-year-old Mireille Emy Pradon.
He was not required to enter a plea since the matter is of an indictable nature that has to be tried by a judge and jury. Zena Moore-Dyer is his legal representative in that matter. The case is that on Monday, May 18, 2020, police responded to a report and at about 7:10pm, they went to the home of the female French national who lived at Grange in Portsmouth, where she was found lying on her back in her bedroom in an unresponsive state. The body was examined and officially pronounced dead by the district doctor. The matter has been adjourned to October 1, 2020, and Joseph has been remanded in custody at the Stock Farm Prison. Director of the Pan American Health Organization (PAHO), Dr. Carissa Etienne contends that the English-Speaking Caribbean has managed the first wave of the COVID-19 pandemic very well. She says, generally they have been able to stop and contain transmission, however; the challenge now is the move to ease up some of the lockdowns and severe social distancing etc. And how they manage that she says is going to be extremely important. Chairperson of the National Emergency Planning Organization Subcommittee for the Ministry of Health Dr Laura Esprit says Dominica is starting off the hurricane season at a disadvantage. She stated that COVID-19 in addition to the hurricane season is a recipe for disaster. She added that persons must be extra careful.
