Speaking on Q95’s Global View on Q on Tuesday night, Dr. Irving Andre claimed that two systems of Justice appear to exist in Dominica. One favouring the members of the ruling party, and another that harshly deals with persons who commit white collar crimes. He referenced the partisan persecution of Opposition Officials over the years and in more recent times, the persecution of Dr. Thomson Fontaine. And the second system attempts to apply the law fairly on ‘white crime matters.’ Dr. Andre also gave a recount upon which government officials are accusing Dr. Fontaine of incitement for misbehaviour from unknown persons which ensued after the conclusion of an Opposition group meeting. Dr. Andre added that to date, no evidence supports the claims made by Labor Party Officials in this case, which has languished in the courts over the past five years, and appears to be going nowhere. Justice Irving Andre said Dr. Thomson Fontaine’s decision to come to Dominica, to deal with all legal matters, was announced by his legal team to members of the Judiciary. Despite his good intentions, Dr. Thomson was arrested by police officers upon arrival at Dominica’s airport, and was detained at police Headquarters under inhumane conditions. Speaking on the Program “The Other Side”, hosted by Sam Raphael and Kenneth Green on Q95 on Tuesday evenings, Mr. Sam Raphael disclosed that he is a member of the Board of Directors of DOMLEC, which means that he cannot speak on internal confidential matters. Raphael said he could explain the two main reasons behind the acquisition of DOMLEC by the Government. He said the first reason is for National Security purposes. He referenced Hurricane Maria in 2018 when the private investors of DOMLEC may have considered walking away due to the severe the damage suffered, and may have considered DOMLEC to be a waste of investments. He said the second reason would relate to the government’s effort in the development of geothermal energy, and that the acquisition will make it easier for the distribution of this renewable energy to the country.
