Leader of the United Workers Party and a financial economist, Dr Thomson Fontaine claims that Dominica has not changed much in the past 25 years and that $300support for senior seniors is insufficient. Fontaine says he would have utilized the CBI revenues to create a healthcare system for everyone. He pointed out that rather than fleeing the country, this would demonstrate their love and care for their citizens. According to Fontaine, DLP regime leader Roosevelt Skerrit has squandered Dominica's resources and does not care about the people. He contends that the legacy of Mr Skerrit is that he has made every Dominican's life worse than it was before he came into office, because he has not had the heart to provide for his people. The Eighth OECS Technical Advisory Committee (TAC) Meeting on Human and Social Development was hosted by Antigua and Barbuda on April 17, 2023. It was held under the theme of "Touching Lives through Data-Driven Development" using a hybrid virtual and in-person approach. Permanent Secretaries and Directors from Human and Social Ministries across the OECS region and Development Partners came together for a one-day meeting to discuss key issues and challenges in human and social development at the technical level.
Discussions focused on improving coordination, strengthening capacity, access to data as well as information and strengthening of systems for the implementation of responsive and resilient social inclusion and social protection mechanisms. The meeting concluded with key decisions on the strategic priorities to be brought to the attention of Ministers for informational purposes and decision-making in the social sector. The OECS Commission has a mandate, in accordance with the Revised Treaty of Basseterre (2010), to engender cooperation among Member States in an effort to achieve the harmonization of systems. The Social Inclusion and Social Protection (SISP) Unit of the OECS Commission pursues functional cooperation in the field of Social Development, in recognition of the value of the collaborative effort in dealing with very complex social issues and their impact on Small Island Developing States.A core aspect of the TAC meeting was the OECS Regional Social Inclusion and Social Protection (SISP) Strategic Action Plan 2023-2030. In alignment with Article 23 of the 2010 Revised Treaty of Basseterre establishing the Organization of Eastern Caribbean States (OECS) Economic Union, the OECS SISP Strategic Action Plan 2023-2030 will set the foundation and serve as a key guiding document in the social sector for the OECS and toward a better quality of life for people in the OECS region through achieving the associated sustainable development goals (SDGs). It aims at providing a common regional strategic action plan for addressing issues of social protection, equal access to quality social services and empowerment across the life-cycle for the OECS region. Steve Joseph, President of the Dominica Public Service Union (DPSU), stated that the Labour Struggle should be recognized for the various achievements made, such as the 8-hour shift and the 40-hour work week. The observation of May Day, according to Joseph, is a labor movement success that benefits everyone; nevertheless, the labor movement's efforts are not given much weight or acknowledgment. The Government of Dominica says it has signed a framework agreement that will initiate the first large-scale green hydrogen geothermal in the Caribbean. Finance Minister Dr Irving McIntyre says this milestone agreement represents a material step taken by a Caribbean Island to monetise its significant geothermal resource on a large scale, through generation of green hydrogen and green electricity for export and local consumption. Tourism Minister Denise Charles addressed what she calls a concerning remark by Senator Lorraine Henderson-Reid on the Maintenance Act 2023. Henderson-Reid suggested mandatory DNA testing for all children at birth. She reportedly claimed that some women cause men to pay for children who are not theirs. Dr. Thomson Fontaine, the leader of the United Workers Party and a financial economist, promises that if elected to office as Prime Minister of Dominica, he would use the CBI funds to develop the agriculture industry, give young people the chance to work and receive training, and take the lead in generating wealth and real growth. Fontaine emphasized how the agricultural industry would be so advanced that it would be able to feed neighboring Caribbean nations, provide possibilities for workers to pursue training, and contribute to significant wealth creation. Employers are being encouraged to place greater importance on training and certification to improve cybersecurity resilience and reduce the skills gap among their staff.
The United States-based Fortinet's 2023 Global Cybersecurity Skills Gap Report found that 91 percent of Latin American and Caribbean business leaders prefer to hire individuals with technology-focused certifications. Ninety percent of the respondents say they would pay for an employee to get cybersecurity certification. Most believe their organization would benefit from cybersecurity certifications, with 95 percent saying they have experienced positive results from either their team members or themselves being certified.
