Dr. Thomson Fontaine, the leader of the United Workers Party and a financial economist, promises that if elected to office as Prime Minister of Dominica, he would use the CBI funds to develop the agriculture industry, give young people the chance to work and receive training, and take the lead in generating wealth and real growth. Fontaine emphasized how the agricultural industry would be so advanced that it would be able to feed neighboring Caribbean nations, provide possibilities for workers to pursue training, and contribute to significant wealth creation. He contends that DLP regime leader Roosevelt Skerrit does not truly care for the people of Dominica, as there are Dominican enterprises that can do the necessary construction and other works that he is giving to foreign contractors and foreign workers ahead of Dominicans. Fontaine asserts that he would never give foreigners contractors and workers priority over Dominicans, out of his deep concerns for the people's growth.
