Leader of the United Workers Party Lennox Linton questions the type of image being portrayed by the DLP Government, when one of their own ministers is accused of being a female abuser. Linton was speaking with regards to the accusations made against Dominica’s Minister of National Security Rayburn Blackmore, of using not only his power as minister of defense, but also allegedly physically abusing a woman to the point where she lost a child. This made major headlines, but was pushed under the rug as “propaganda” until one of Blackmore’s close friends and fellow minister, Deputy prime minister Reginal Austrie was allegedly caught on record admitting to knowing of the woman being abused by Blackmore, as well as knowing key evidence in the matter that would turn “propaganda” into “fact”. Linton questions the morality of the DLP administration and that of the women within the DLP camp, who support or cover up for Blackmore’s abuse of a woman. The Eastern Pacific Basin has escaped tropical storms and depressions since hurricane season began more than a month ago, but that changed on Tuesday afternoon when the first system of the Eastern Pacific hurricane season formed off the coast of Mexico.
Tropical Depression 1E has winds of 30 mph and is moving at 15 mph.This storm is not expected to directly threaten land, but rather continue to move on a west-to-northwesterly path and later dissipate over cooler waters.The first name on the list of tropical storms for the 2019 Eastern Pacific hurricane season is Alvin. If this system develops into a tropical depression or storm, it will fall short by about a week of the record for the latest a named storm has formed in a season. Two years share the same date for the record latest start to the Eastern Pacific hurricane season during the satellite era, which began in 1966. In 2016, and decades earlier in 1969, the first named tropical systems formed on July 2. Tropical depressions and the next phase of development, tropical storms, usually form as disturbances containing showers and thunderstorms move westward from Africa. These are known as tropical waves. Ongoing weak El Niño conditions are likely to somewhat inhibit tropical storm formation over the Atlantic, but may help to spur on development in the Eastern Pacific. Ultimately, the strength of El Niño during the heart of the season in August, September and October, may determine the overall number of tropical storms, hurricanes and major hurricanes A National Stakeholder workshop set up to review the draft revised Agriculture Disaster Risk Management (ADRM) Plan in Dominica, is said to be making strides. Driven by the national vision of becoming the first climate resilient nation in the world, the ministry of Agriculture , Food and fisheries (MOAFF) in collaboration with the Food and Agriculture Organization (FAO) and the United Nations Development Programme (UNDP), prepared a strengthened Agriculture Disaster Risk Management Plans 2020-2025, to address underlyingdisaster and climatic risks within the cropping, Livestock, fisheries and forestry subsectors. Disaster risk management specialist of the Food & agriculture organization of the United Nation Mr. Daniele Barelli, shared some information on the plans and visions this collaborative workshop intends to address. Mr. Barelli says The Plans outline a roadmap to guide stakeholders as they adopt progressive approaches that integrate disaster risk management (DRM) and climate change adaptation (CCA) principles and practices into the Agro-food, forest and marine ecosystems across Dominica. He says the documents and plans will assist in building a more resilient Dominica. Former Education officer, Arundel Thomas shared with the listenership of Q95’s ‘Governance and the Economy’ program yesterday evening his observations on the state of the coconuts trees and lands in the north of Dominica. Thomas stated there is no organized, comprehensive agricultural effort by the ministry of agriculture to revive the coconut industry and lands. Thomas believes Dominica has the natural resources and capacity to make the country a better place. Agronomist Atherton Martin cautioned against dealing with corruption from the ground up. Martin is of the view you start dealing with the most senior individuals in corruption and to become a developed country, corruption must be removed from the top. Chairman of the Builders and Contractors Association of Dominica (BCAD), Anthony Leblanc, says the association is currently collaborating with the British Fund for International Development on a CVQ program. The International Organization for Migration IOM officially handed over 16 repaired, rehabilitated and equipped emergency shelters to the government of Dominica at a Closing Ceremony in Canefield on June 24, 2019, for the “Support Emergency Preparedness through Emergency Shelter” project, funded by USAID.
Achievements under the project included retrofitting of 16 emergency shelters, provision of emergency equipment and supplies to these 16 shelters, capacity building and training activities in several emergency-related topics including emergency communications (ham radios), first aid and fire safety, psychosocial support, gender-based violence, evacuation procedures, community emergency response (CERT) and emergency shelter management. Education and information materials were widely distributed through the communities assisted, including through community meetings with the Office of Disaster Management (ODM) and respective Village Councils and disaster committees, and facilitated by IOM. Thirty-one people, including members of the Dominica Association of Disabled Persons (DAPD) were trained to use Ham radios, and 30 units of equipment are being donated to targeted communities based on vulnerability to hazards. Ten families still living in emergency shelters also received assistance to leave these shelters and resettle or relocate in a dignified manner. Minister of the Environment, Climate Resilience, Disaster Management and Urban Renewal, Joseph Isaac expressed national gratitude to the (IOM) for their invaluable contribution to emergency shelter management in Dominica.” Joseph Isaac took the opportunity to announce a new Comprehensive Disaster Management legislation would soon be put in place to build on the work done by Government and non-government partners, including IOM, to support the vision of making Dominica the first climate resilient country in the world. Local Government Commissioner and Chairperson of the Emergency Shelter Subcommittee of that National Emergency Planning Organization (NEPO), Mr. Glenroy Toussaint, expressed his elation and that of the Subcommittee at the accomplishments under the project, and the close collaboration with the IOM. One of the notable achievements was the development of Dominica´s first Emergency Shelter Management Manual, through a fully consultative process facilitated by IOM. Mr. Toussaint encouraged that all members of the public should engage with the manual to understand what their role would be in the event of an emergency where they might be displaced from their home into a shelter. The Emergency Shelter Manual is now available on the IOM Dominica Facebook page and during July, will be uploaded on the ODM websitehttp://odm.gov.dm The culmination of the IOM project was a celebration of the tremendous collaborations that led to the success of the project, and Chief of Mission of the IOM used the opportunity to thank the donor, USAID, and numerous contributors. Chief of Mission of IOM Dominica, Jan-Willem Wegdam expressed that IOM is happy to have exceeded all the objectives and finish the 9-month project on time. He made special mention of the Mennonites, a US-based faith group which sent volunteers after TS Erika and again after Maria. Because of their volunteer labour, IOM was able to make significant savings, and increase its original objective to support repair, rehabilitation and equipping of 4 additional emergency shelters, for a total of 16. Project Manager Dimitris Champesis also expressed his contentment for the high-quality collaboration with the national institutions but, most importantly, the Dominican society UWP Senator and Attorney at Law, Ronald Charles, is calling for commonsense to prevail within the executive of the Dominica Labour Party, when drafting policy and implementing projects, like the apartment complexes being developed in Cochran. Chairman of the Builders and Contractors Association of Dominica (BCAD), Anthony LeBlanc, is urging all citizens to take their responsibility to preserve democracy, seriously. Speaking to Q95 news on 25th June 2019, Leblanc championed the call for Electoral Reform before Dominica’s next General Election, which can be called anytime between today and May 2020, according to Dominica’s constitution. The BCAD Chairman sees the exercise of voting as a privilege to be exercised by all Dominicans who qualify. In recent times, many civil society groups have voiced their concerns against the current executive of the Electoral Commission and the Dominica Labour Party led Government, for refusing to implement Electoral reform as requested by the nation Chairman of the Builders and Contractors Association of Dominica (BCAD), Anthony Leblanc. Minister for Environment, Climate Resilience, Urban renewal & Disaster Management Joseph Isaac says Government is working on disaster management legislation. He made the pronouncement at a handing over ceremony of 16 emergency shelters to the Government of Dominica by the International Organisation for Migration (IOM) this week. He says this legislation will be enacted before the end of the year Isaac says the ongoing effort by Government to elevate the standards in all work areas related to disasters and emergencies must be applauded.
