The International Telecommunications Union (ITU) Plenipotentiary Conference 2022 (PP-22), which is currently taking place in Bucharest, Romania from September 24 to October 14, is described by Rodney Taylor, Secretary-General of the Caribbean Telecommunications Union (CTU), as a historic manifestation of growing commitment and support for the significance of ICT to the social and economic development of Caribbean people.
Thirteen CTU Member States are participating and these include: Barbados, Belize, Cuba, Dominica, Grenada, Guyana, Jamaica, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Suriname, The Bahamas, and Trinidad and Tobago. The other Member States are British and Dutch overseas territories, which will be represented by the United Kingdom and Holland, respectively. The ITU conference, which is held every four years, is where the highest policy-making body sets its agenda, adopts its four-year financial and strategic plans, elects the Member States to sit on its Council and Radio Regulations Board, and chooses members of its senior management team, according to SG Taylor. In order to ensure Caribbean influence in the major sectors of global development, in this case for ICT, all of which would affect the more than 19 million residents of the CTU Member States, Mr. Taylor emphasized the need to the CTU of getting its Member States registered for PP-22.He added that it is of great significance to the CTU, as for the first time, there is a Caribbean national – Stephen Bereaux of The Bahamas – vying for the position of Director of the ITU Telecommunications Development Bureau (BDT).

As part of the REAP Program to address issues with the Caribbean educational system, the OECS Commission today formally launched the Teachers Certification Program. In view of the difficulties facing education caused by COVID-19, the Recovery and Enhancement Program will promote learning advancement. The program also aims to address persistent problems that the pandemic has made worse and strengthen national education systems' resistance to the occurrence of other natural disasters (including flooding, hurricanes, and volcanic activity) that are common in the area. Dominica’s President Charles Savarin says Dominica has been selected for a pilot telemedicine project. This he says includes four health and wellness centers and one of the two modern hospitals. He said, this project when completed will place Dominica as one of the first islands in the region with the ability to offer telemedicine services. The Eastern Caribbean Central Bank (ECCB) and its Financial Information Month (FIM) partners will launch FIM 2022 throughout the eight ECCB member countries on 1stOctober. FIM is a regional financial, economic, business and entrepreneurial education campaign that was initiated in 2002 and is observed annually in the month of October.
The execution of FIM is made possible through the collaborative efforts of the ECCB, ECCU member governments, financial and academic institutions, the media, other private and public sector institutions, and community-based groups. The overarching theme for FIM is Financial Empowerment Through Education, and is geared towards attaining a financially developed and vibrant ECCU region that fosters strong and sustainable economic growth, and the improved well-being of the residents and citizens. Many people express apprehension about visiting the doctor, but doing so is essential for prompt diagnosis and treatment, she observed. Too few individuals are aware of the seriousness of the issue until they, a family member, or a loved one is affected. She referenced the love and support of her family as the pillar in her recovery. Ministry of Tourism, Maritime Staff Mr. Harold Guiste, Maritime Administrator, and Mr. Mekial James, Maritime Technical Intern, attended the 2022 GHG SMART Practical Training and Study Visit on September 19th - 23rd in Busan, Republic of Korea.
The Sustainable Maritime Transport Training Programme will aim to support the implementation of the IMO GHG Strategy by initiating capacity building activities for the Least Developed Countries (LDCs) and Small Island Developing States (SIDS) through a series of training courses. LDCs and SIDS are significantly impacted by climate change and are economically reliant on their maritime transport. Funded by the Republic of Korea (RoK) and implemented by the International Maritime Organization (IMO), GHG SMART's main aim is to support LDCs and SIDS with the implementation of the IMO GHG Strategy via building sufficient human capacity in these countries. This includes development of a comprehensive training programme and post-training monitoring, evaluation, and refinement. The 2022 GHG SMART Practical Training & Study Visit, a comprehensive training program, was hosted by the Republic of Korea (RoK) and the International Maritime Organization (IMO) GreenHouse Gas Sustainable Maritime Transport Training Programme (GHG-SMART) for Least Developed Countries (LDCs) & Small Island Developing States (SIDS). He added that the occasion should not be just about partying, it should also provide an opportunity for people to have fun with their families and the country as a whole. Boston said that despite the numerous challenges the nation has experienced as a whole, there has been a division among people in recent years, leaving some people with sore faces and, as a result, making them distance themselves.
