Hurricane Harvey is arguably the most powerful hurricane to hit Texas in 50 years, and when it made landfall on Friday, it brought record rainfall causing unprecedented flooding, that drove thousands of residents from their homes. Some twenty deaths have been reported. CARICOM Secretary-General Irwin LaRocque said “The widespread destruction wrought by this hurricane has brought suffering to many, and will necessitate a significant and lengthy rebuilding process. The unprecedented nature of this climatic event highlights the unusual nature of weather patterns, that continue to affect nations across the globe”.
