Former Dominican Ambassador to the United Nations, Crispin Gregoire, disapproves of the foreign policy relations of the Skerrit-led DLP Administration compared to the Foreign policy of his predecessors, Roosevelt Douglas and Pierre Charles. Crispin Gregoire recalls the work, direction and negotiations concluded and attempted by both the Douglas and Charles Administrations The former Dominican Ambassador reveals that Former Prime Minister Pierre Charles was pressured by now Prime Minister Roosevelt Skerrit and Ambassador Vince Henderson – to shift diplomatic relations from Taiwan to China. In the first instance, Gregoire recalls Pierre Charles’ request for him to negotiate with the Chinese the best deal to develop Dominica’s economy, post the Banana export era. The deal negotiated and agreed upon by Crispin Gregoire with the Chinese government, included an international Airport for Dominica, a mega port at Portsmouth and refinancing for Dominica’s Private Sector, however that agreement came to an end due to the untimely death of Prime Minister Charles in January 2004. In that same year the Labour Party Executive appointed Roosevelt Skerrit as Pierre Charles’ replacement, who scrapped Pierre Charles’ deal with the Chinese government – with the help of Crispin Gregoire – and Roosevelt Skerrit carried out his on negotiations with the Chinese Officials and secured a 300-million-dollar deal – that did not include construction of an international airport. It must be noted that 16 years later, this four-pillar project negotiated by the Skerrit administration is still ongoing. Gregoire says ‘the time frame for the implementation of the four projects agreed upon in Skerrit’s deal, is too long.’ Former Dominican Ambassador to the United Nations, Crispin Gregoire
