Former Police officer, Edincot St. Valle calls for the proper investigation of late Magistrate Glenworth ON Emmanuel’s ‘Home Fire Bombing Case. On Wednesday, January 2, 2013, then-Police Commissioner, Daniel Carbon assured Dominicans that an alleged firebombing matter involving former magistrate Emmanuel has not been forgotten and the police are investigating the matter. “I want to assure citizens of this country that this matter is being investigated professionally,” Carbon, who took on the job full time on January 1, 2013, said. “We must find the truth on G.O.N Emmanuel, we must investigate this matter, to dot every I and cross every T.” Carbon refuted claims that investigations into the matter were placed on hold. in 2013 he said, “That is not true at all, people will speculate … the fact is we must investigate the matter with the view of finding the truth … people can say whatever they want.” Today is March 30th, 2021, and Daniel Carbon has since retired as Dominica’s Police Chief on September 1, 2020. Glenworth Emmanuel made his opinion known on the investigation into the matter. In a letter to then-president Nicholas Liverpool in late 2011 he said he believes that there was a conspiracy to pervert the course of justice within the Police Force, and involving the Commissioner of Police and the Executive Branch of the Commonwealth of Dominica.On Saturday, March 31st, 2018, Former magistrate, Glenworth ON Emmanuel, passed away with no justice on a matter which nearly claimed his life and that of his wife. Emmanuel, a war veteran who served with the British Royal Air Force during World War II earned a reputation for the stern sentences which he gave during his tenure as a magistrate in Dominica in the 1980s. Emmanuel’s home at St. Aroment in Goodwill was firebombed during the Christmas Season of 2010 - while he slept. Pledges were made by former Police Chief Cyril Carrette and his successor, Daniel Carbon, to fully investigate this disturbing matter, However, it is clear that for political reasons no one was ever charged, and the investigation was deceptively halted. Emmanuel was also denied closure in another legal matter in which he filed charges against his former law firm partner Stephen Isidore, claiming that millions of dollars had allegedly passed through the partnership accounts without his knowledge and had not been accounted for. The criminal charges against Isidore were not served as Isidore and his legal team, attorney Anthony Astaphan, succeeded in getting the high court to grant an order of stay to prevent more than 42 charges brought by Emmanuel from being read to Isidore. It must be noted, the charges against Isidore were filed in 2010 some months before the firebombing of Emmanuel’s residence. to date, this case remains delayed and ignored in the high court. Edincot St. Valle says this disregard for law and order by those who are supposed to maintain and uphold law and order in Dominican society, warrants a complete reform of the people who occupy leadership positions within the system. On March 25, 2021 the Government of Dominica engaged in a high-level Dialogue with the United Nations Sub-Regional Team for Barbados and the Eastern Caribbean, to provide a roadmap for a more upscaled partnership and better-tailored support to meet the priority needs of the Government and people of Dominica.The Dominica delegation was headed by the Honourable Prime Minister Roosevelt Skerrit, and included members of Cabinet and Senior Public Officers, while the UN Team led by UN Resident Coordinator, Mr. Didier Trebucq, included the Heads of UN Agencies, Funds and Programmes (UNDP, FAO, UNICEF, UNFPA, UN Women, WFP, IOM, ITU, ECLAC, UNEP, UN-HABITAT, UNDRR and ILO).
The virtual talks sought to affirm, at the highest level, the UN’s commitment to strengthening cooperation with Dominica. This includes identifying key priorities or gaps to be addressed, based on national strategies and development challenges, opportunities for advancing progress on implementation of the Sustainable Development Goals (SDGs), and establishment of a joint national steering committee to provide oversight for effective programme implementation, monitoring and reporting. Describing the meeting as a right step in strengthening Dominica’s relationship with the UN, Prime Minister Skerrit welcomed the efforts by the UN Development System to streamline its support and improve administrative coordination towards Dominica’s national agenda. UN Resident Coordinator, Mr. Didier Trebucq, underscored the UN’s continued commitment to responding to Dominica’s unique needs, operationalized through a new Dominica-UN Implementation Plan to provide the country with more integrated support from the UN system, and enhanced by the presence of an in-country UN Coordination Officer.During the talks, officials on both sides discussed ongoing projects andprogrammes as well as opportunities for new partnerships in all sectors. The UN team engaged line Ministers on the development needs for targeted thematic areas of focus including Digital Transformation, COVID-19 Response, Socio-Economic Resilience, Climate Adaptation and Disaster Risk Reduction, Institutional Strengthening, Sustainable Financing, and Strengthening of Data Systems. They say hindsight is 20/20, however Sagicor is encouraging everyone to avoid waiting until it is too late before realizing they have not adequately prepared for their retirement years.The advice came from Cheryl Rolle, General Manager and Principal Representative for Sagicor Life Eastern Caribbean Inc. in Dominica as she discussed some of the misconception’s individuals have surrounding pension planning, along with the steps that should be taken during their most productive years. “The most common misconception is that pension planning is something that you do later in life. If you’re referring to writing a bucket list of the things you’d like to do when you’re retired, then this is acceptable; however, if you’re talking about preparing yourself financially, then that is an activity that should be started much earlier in life”, she said. Mrs. Rolle made the point that the average working life is around 40 years. This is followed by an average retirement period of 15 to 20 years, which is a long time to be able to live without the requisite amount of funds.She said, “Typically, you need 65 to 80 per cent of your pre-retirement income to live comfortably throughout the course of your retirement, assuming that by that time you would’ve cleared off major expenses such as your mortgage, car loans and the expenses related to the care of children. Unfortunately, many individuals wait until they’re in their 50s or even later to start thinking seriously about their retirement finances. They then try to save quickly in 10 or 15 years what they could have been saving gradually over 40.” She continued, “Dominicans must remember that the life of a retired person may look very different as we progress into the 21st century. Healthy living means longer lives. There are opportunities to purchase retirement homes in communities designed for senior retirement living and persons will have the opportunity to travel more whether it’s purely for pleasure or to visit children and grandchildren.” Mrs Rolle emphasized, “If I could leave persons with one thought, it’s to think about retirement planning now. To start, just consider your current age, the stage of life you are in, your current income, and imagine the quality of life you want to live during retirement. On March 9, 2021, the Caribbean Court of Justice (CCJ) dismissed Attorney Anthony Astaphan’s strikeout appeal in the matter of Roosevelt Skerrit & Others Vs Marvin Jno Baptiste & others and affirmed the order to reinstate the Magistrate’s summonses for the appellants (Roosevelt Skerrit & Others) to appear before the Magistrate to answer to charges of Bribery and treating during the 2014 election campaign. This tissue acts like regular uterine tissue does during your period: It will break apart and bleed at the end of the cycle. But this blood has nowhere to go.
