Baroness Patricia Scotland assisting Dominica in the strengthening of its reconstruction plan2/10/2016 Commonwealth Secretary General Designate & Dominica’s International Relief Aid Coordinator Baroness Patricia Scotland is said to be assisting Dominica with a view to strengthening of its reconstruction plan. The plan was reportedly put in place following the passage of TS Erika in August 2015, to help Dominica rebuild in better way. Baroness Scotland reportedly led a team on a 3-day visit across the island, and met with members of the media last week. Scotland says they came to the island to listen to the needs of the people of Dominica, and to find ways to assist towards the delivery of the plan. Scotland also outlined the approach taken to make the plan more functional for Dominica.
