Dr Thomson Fontaine contends DLP government growth plans are too dependent on the CBI program12/16/2016 Former IMF economist Dr. Thomson Fontaine believes the current economic environment created by the government is one that is too dependent on th3e CBI program, and that is a weak foundation on which to build economic growth for Dominica.
Fontaine says it will be extremely difficult for the DLP government to raise the selling price of passports that it is trading under the Citizenship by investment program. Fontaine added that an issue may already exist, whereby IMF authorities believe that the CBI program is no longer sustainable, and have advised on a few occasions, that countries should not become dependent on such a program as their main revenue earner, or as their only source of income, as is the case in Dominica at present.
