Dominican Economist Joshua Francis wants Government to consider the viability of available projects, and finance them through matching grants rather than loans. He says farmers should collaborate with field officers, in that “The field officer who is a project writer can look at the farm, find out the amount of land the farmer has, inquire what type of crops the farmer wants to produce, and then present a project to the AID Bank which, reflects the interest of the farmer, and thereafter, the Government should provide a matching grant, instead of a loan to finance the project.” Francis is of the view that grant financing will serve the farmers better, and will ensure that their livelihoods are not negatively affected.
