Justice André believes residency legislation should be enforced, and those who would like to vote should return to reside in Dominica in order to exercise their voting rights without restriction

​When questioned about his perspective on the residence requirement legislation that Sir Denis is currently revising, Justice Dr. Irving André remained steadfast in his belief that residency legislation should be enforced and suggests that those living overseas who would like to vote should return to reside in Dominica in order to exercise their rights without restriction.  However, he also points out that they are the ones who gain advantages and a certain kind of protection, like having law enforcement on their side.

He claims that while they are receiving these benefits, they would like to be flown to Dominica to help impose the will of a government that received funding to assist Dominica but did not even distribute it to the people on the island. Andre says if someone wants to vote, they should come back to the island to reside and exercise their rights without restriction.
