He emphasizes that it is essential to distribute the money so that all Dominicans have access to it, rather than just to a select few foreigners. ​Justice Andre added that the cry for electoral reform is a rallying cry to rescue the soul of Dominica from the fires of greed, selfishness & deceit.

​He concluded that Dominicans have a claim to the billions of dollars that ought to have been deposited in the consolidated fund, because they have a right to live and love on the land of their four fathers. They should imitate their brothers and sisters on some of the islands, who have no trouble expressing their constitutional rights without being bothered by repressive municipal or regional forces.
