Local private companies Leo-Imelda Agency Corporation (LIAC) and Leo-Imelda Foundation Entity Incorporated (LIFE Inc) has twinned together to spearhead a private public sector partnership aimed at developing the marine security, emergency response, shipping and transportation sector in the OECS and the entire Caribbean basin through a Caribbean Fast Ferry and Helicopter Fleet.
The Leo-Imelda Security, Emergency Response and Transportation (LISERT) Project which has been under study from 2006 was introduced to the Government of Dominica by Project Developer Joseph R. Le Blanc, Managing Director and Founder of LIAC and LIFE INC. Fragmented into 7-10 implementation lots over a 20 year period, the development consists of five (5) major subproject segments. The infrastructural conceptual drawings have been presented to the Ministry of Planning, Economic Development and Investment for conceptual approval and guidelines. Discussions have been held and contracts prepared for Environmental studies and final business development. Investments of over $2,000,000.00 in value have already been injected into the project by LIAC as of 2014-2015. In January 2016 the Government of Dominica partnered with the local Developer in approving a small administrative grant in the amount of $154,800.00 over a three year period. This support is to assist in the development of a comprehensive business plan and for investment mobilization for fast ferry project.
