President of the Dominica Olympic Committee insists the DOC is not in breach of IOC’s code of conduct

​President of the Dominica Olympic Committee (DOC), Felix Wilson insists that the DOC is not in breach of the International Olympic Committee Code of conduct.
 
Wilson says the DOC did not sell tickets as a National Olympic committee, nor as an Agent ticket reseller, and in fact, all of their efforts to sell tickets had failed.
 
Wilson added that the options approved by the IOC were attempted, and after the DOC informed the Olympic Organizing Committee in Rio that it could not meet the targets requested for ticket sales, the DOC was told that they did not have to sell tickets.
 
He says therefore, the Dominica Olympic Committee was under the impression that no code was violated.
