Lugay said he sees this as a positive for Dominica’s youth. He noted that his son is an Information Technology Graduate of the Dominica State College. He was speaking in the context of the newly opened Center of Excellence in Dominica, as a result of an MOU signed between the government of Dominica and the Government of India on October 14, 2011.
He added “I’m actually considering myself doing a course, because as MP, and one who will be forming the government in the near future, I see the benefits of Information Technology in advancing the Dominica’s economic prospects”. Lugay noted that while Agriculture and Tourism are important imperatives for Dominica, lessons can be learned from countries like India. He says “in the Silicon Valleys of this world, many people from Indian are part and parcel of advancing technology around the world, so we appreciate the contribution of India in that matter.” He encouraged everyone, including the older members of the population, to be “part and parcel” of the programs which will be offered at the new center. The center of excellence is outfitted with two computer labs, each containing thirty-six computers, an administrative block, library and a study room and central server room. It is also fully equipped with state of the art electronic equipment and software tools with high capacity internet capabilities. Some fifty residents will be participating in the Trainer of Trainers program; they will replace their Indian colleagues who are providing the training, after an initial two-year period.
