This will be the first legal matter to be heard involving Dominica at the CCJ.
This follows what Dominican promoter Cabral Douglas, described as the illegal arrest, detention and deportation of Jamaican artiste, Tommy Lee Sparta and his entourage. Tommy Lee, whose real name is Leroy Russell, was scheduled to perform at a concert organized by Douglas in February 2014. However, some religious organizations such as the Dominica Association of Evangelical Churches, denounced the artiste's appearance, saying that his music glorifies Satan and promotes lawlessness and violence. Upon his arrival in Dominica, Russell and his 3-member entourage were denied entry, detained and deported. The Government said it took action in the interest of public safety. Dougals is demanding over US $3Million in the matter. He is represented by Dr Leslie Thomas QC of London’s prestigious multiple award winning Garden Court Chambers, and Ms Thalia Maragh LL. B, LL.M (International Law and Human Rights) of Mansfield Chambers, in London. Dominica is being represented by Attorney General Levi Peter.
