This issue of 1.2 billion dollars is compounded with a government that has mismanaged our country & almost every key aspect of our society, and now is the time for action, says UWP deputy leader, Joshua Francis. The United Workers Party has been pushing for accountability of the people’s purse, for years now, well before and ever since the 2019/20 national budget revealed that 1.2-billion-dollars was unaccounted for, in the national budget. A deadline of September 20, 2019 has been put forth by opposition leader and leader of the UWP team Dominica, Lennox Linton, for the explanation of the missing funds. The Skerrit-led DLP Government of Dominica has now created a clear perception that it is unsure as to whether it truly wants to see free and fair elections in the country, which is what the people truly desire. This revelation came on the heels of a report released by a joint electoral commission evaluation of the electoral system in Dominica, at the invitation of the DLP Government. The commission consists of members of CARICOM, the Commonwealth Secretariat, and the organization of American States (OAS). Attorney General Levi Peter revealed some of the report's findings, saying that there are “some” aspects of the report that the government is in agreement with, but the reports finding may lead to “confusion “of the people, and is therefore unacceptable to the government. This message from the Attorney general clearly paints a picture by which the government of Dominica only accepts information and reports about Dominica that “they” see fit, and they can say what is and isn’t confusing to the people, when it comes to having a card that allows them to vote. The findings of CARICOM, the OAS, and the Commonwealth Secretariat, would then mean nothing when it comes to having voter ID Cards in the country, and having a free and fair electoral process, if the government decides what the people need and think, and accepts only information that allows them to run the affairs of the country on their own whims. Meantime, Peter says government is of the view that the recommendation from the recent Joint Special Mission to Dominica, in particular in relation to re-verification is unworkable. He says if implemented, this will cause confusion and disruption contrary to best practice, and importantly will not result in the required updating of the register, otherwise known as "cleansing of the list." Prime Minister Skerrit tells Dominicans condemn the call by Opposition Leader Lennox Linton for of a campaign of civil disobedience all over Dominica, from Monday September 30, 2019 over Free & Fair Elections.
Linton took this action in furtherance of his party’s campaign to get Prime Minister Skerrit to account for $1.2 billion of Citizenship by Investment (CBI) funds which was not included in the 2019-2020 national budget that Skerrit presented to parliament on July 30, 2019, and until the list of electors is cleaned and Voter ID cards are issued. Skerrit said on State-owned DBS Radio on Friday morning, “He is seeking to confuse the people and he is also seeking to bring confusion in the country, and I believe every law abiding, every conscientious concerned Dominican need to put aside partisanship and condemn this thing”. According to the Prime Minister, nowhere in the world a leader would call for civil disobedience. “Civil disobedience means to break the law, to trample on the rights of citizens…and disrespect people,” Skerrit stated. “Is that what we what for our country?” he asked. However, most scholars disagree with Mr Skerrit’s definition of civil disobedience United Worked Leader Lennox Linton says Prime Minister Roosevelt Skerrit cannot and will not be allowed to dictate to Dominicans how they should respond to oppression, which they perceive is being perpetrated by his DLP government. To the Prime Minister, Linton says “do the humane thing”. Leader of the United Worked party, Lennox Linton
